Learning Disability Partnership Board
About the Learning Disability Partnership Board
The Bromley Learning Disability Partnership Board brings together people with learning disabilities, family carers, Bromley Council, the NHS, and community organisations. The Board’s role is to ensure that the voices, experiences, and priorities of people with learning disabilities influence the decisions that shape their lives.
Purpose of the Board
The Board works in partnership to ensure that:
- People with learning disabilities are supported to lead fulfilling, independent, and meaningful lives.
- Local services are co‑designed with residents, families, carers, and organisations that support them.
- Plans developed by Bromley Council and the NHS South East London Integrated Care Board are coordinated and delivered effectively.
- People with lived experience have meaningful opportunities to influence the design, improvement, and review of services.
How the Board works
Co‑production
Co‑production is central to the Board’s approach.
The Board ensures that people with lived experience are actively involved in:
- shaping and improving services
- contributing to strategic planning
- monitoring progress against the priorities in the Learning Disabilities Strategy
This approach recognises that the best outcomes come from working alongside those who use services.
Shared Leadership
The Board provides a single partnership forum where stakeholders can:
- review progress
- identify challenges
- plan joint actions
- share responsibility for driving positive change
This shared leadership strengthens collaboration across sectors and organisations.
Evidence based decision making
The Board uses local data, research, and lived experience to guide its decisions. This enables the Board to:
- understand community needs
- make informed and effective decisions
- ensure actions reflect best practice
What the Board focuses on
The priorities for the Board reflect the five themes in the Learning Disabilities Strategy:
- Being Positively Prepared for Adulthood
The Board supports early planning and smooth transitions into adulthood, helping young people move forward confidently
- Our Communities
The Board aims to make Bromley a place where people with learning disabilities can fully participate in community life and feel included.
- A Healthy Life
The Board champions fair access to healthcare, reasonable adjustments, and improved health outcomes for residents with learning disabilities.
- A Good Home
The Board supports housing options that enable independence, choice, and security.
- Learning, Work and Independence
The Board promotes opportunities for learning, employment, volunteering, and meaningful daily activity.
Why the Board matters
The Board recognises that meaningful change requires collaboration across health, social care, the voluntary sector, and the community. Working together ensures that:
- Residents’ voices remain central to service design
- Improvements are coordinated rather than fragmented
- Support is more person‑centred and effective
- Cross‑system barriers can be tackled collectively
- Resources are used efficiently and responsively
